Feng Xingyuan:Public Finance System of China-Issues, Reform and Regulation Framework

Lecture 7 of the “Humanity and Society” Interdisciplinary Lecture Series sponsored by the National School of Development, Peking University, was held on May 23, 2009. The lecture, entitled Public Finance System of China: Issues, Reform and Regulation Framework was given by Professor Feng Xingyuan from the Graduate School of Chinese Academy of Social Sciences (CASS).
Positions currently held by Professor Feng Xingyuan include: associate professor at the Rural Development Institute, CASS; associate professor at the Graduate School, CASS; head of the Taxation Observation Research Team at the Academy of Public Policy, Renmin University of China; fellow of Sino-Germany Management School, Frankfurt Finance and Management Institute (Germany); member of Hayek Association of China; fellow of Cathay Institute for Public Affairs (CIPA); special researcher and member of the Academic Committee of Unirule Institutes of Economics; member of the Agriculture and Forestry Committee, Jiu San Society Central Committee; member of Beijing Society and Legal Affairs Commission, Jiu San Society; member of European Research Society; member of France Branch, European Research Society; member of Chaoyang Committee of CPPCC, Beijing Municipality; co-author of The Modern Western Thought Series; chief editor of the Order Theory and Economics Series, co-editor of the Austrian School Series; visiting fellow at Yale Law School in 2007; and visiting fellow at Interdisciplinary Center for Economic Science (ICES), George Mason University in 2009.
The lecture of Professor Feng consisted of six sections: scope of the Chinese Government; general theories; rights of the government; budget procedures; public products, services and financing; and constitutional constraints on governmental public finances.
At the end of the lecture, students asked questions about issues of their interest and the seminar ended in with lively discussions between the students and Professor Feng. It was the last lecture of the “Humanity and Society” lecture series by the Natioanl School of Development of Peking University, which has been highly praised by both students and teachers as a highly constructive move towards interdisciplinary research and learning. It is believed that, in the future, students at the National School of Development of Peking University will have more opportunities to learn from the insights of renowned scholars from all around China and the world.
