Respect the Researchers

Innovation was one of the focal points at the 3rd National Development Forum. Mr. Jia Kang, former director of the Chinese Academy of Fiscal Sciences, called for humanistic care for scientific research personnel. He said that some practices went against the ways that scientific research should be carried out, and undermined the incentive system for researchers. The policies of the central government to optimize academic environment were not implemented well. In 2013 the central government released the Eight Rules of Austerity intended for officials only, but in truth were also applied to researchers, sapping their energy and hurting innovation at large.
