Digital Industry Clusters Fuel High-Quality Growth

In a recent commentary on digital industry clusters, Huang Zhuo and Li Mengna summarized regional practices and explored the path ahead. China’s digital industry clusters are largely concentrated in three regions: Beijing-Tianjin-Hebei, the Yangtze River Delta, and Guangdong-Hong Kong-Macao, each with its own digital prowess. The Two authors invoked a report by the World Intellectual Property Organization which showed that Shenzhen-Hong Kong-Guangzhou ranked No.2 in all tech clusters globally. The polarizing effect of such a concentration means that five provinces and municipalities host 71.8% of all publicly listed companies from the digital industry. The latest blueprint by the government aims to guide the development of the industry in more regions.
The CPC Central Committee has set out the strategy of promoting deep integration of the digital economy and the real economy and forging digital industry clusters with international competitiveness. The authors proposed working on five dimensions to catalyze the industry. To build core competitiveness, China should pool its competences to develop proprietary innovations, especially by focusing on fundamental research and building a nation-wide lab system. On the geographical dimension, they advocated national planning to coordinate digital infrastructure construction and industry layout, so as to avoid repeated and redundant investments. Besides, more leading enterprises should be cultivated in areas identified as national strategic directions such as AI, integrated circuit, and industrial software. Another dimension concerns furthering the fusion between the digital and real economies to fully unleash digital productivity and empower industrial transformation and upgrading. Lastly, the authors highlighted the importance of pushing digital industry clusters to evolve into a multi-layered symbiotic ecosystem that straddles industry boundaries and balances development and security.
